How to Create a Meta Ads Account

The recommended way to create a Meta Ads account in 2026 is through Meta Business Suite, inside a Meta Business Portfolio. The setup below has 7 steps. This keeps your Facebook Page, Instagram account, payment details, users and advertising assets organized under the business instead of tying them to one employee.

Meta Ads Account Setup at a Glance

What you needWhy it matters
Personal Facebook loginYour login identity for Meta's business tools
Meta Business PortfolioThe container for your business assets
Facebook Page or Instagram professional accountThe identity your ads can represent
Business email addressUsed for account communication and verification
Payment methodRequired before Meta can charge for advertising
Correct time zone and currencyUsed for reporting, billing and campaign schedules

Meta's interface changes regularly, but the current setup generally uses Meta Business Suite -> Settings -> Accounts -> Ad accounts.

1. Log in to Meta Business Suite

Go to Meta Business Suite and sign in with your personal Facebook profile.

Your personal profile provides access to Meta's business tools. It does not mean your personal profile owns the campaigns. Create the ad account inside your business portfolio so the company can manage access and assets centrally.

If you do not have a business portfolio, Meta prompts you to create one. Enter:

  • Your business name
  • Your name
  • A business email address

Use an email address you can access because Meta may use it for notifications and verification.

2. Open the Ad Accounts Settings

In Meta Business Suite:

  1. Open Settings.
  2. Select Accounts.
  3. Select Ad accounts.
  4. Click Add.
  5. Choose Create a new ad account.

Meta usually shows three options:

OptionUse it when
Create a new ad accountYour business does not have an ad account yet
Add or claim an ad accountYour business already owns the ad account
Request access to an ad accountYou are an agency, freelancer or partner working on somebody else's account

Choose Create a new ad account if you are starting from scratch.

3. Enter Your Meta Ads Account Details

Meta asks for the basic settings for the new account:

  • Ad account name: Use a clear name such as Your Business - Main Ads.
  • Time zone: Choose the time zone where your business operates or where you want reporting to be based.
  • Currency: Select the currency for advertising charges and reporting.

Choose the time zone and currency carefully. They affect reporting, billing and daily budget timing. Changing them later may require a different ad account, depending on Meta's account rules at the time.

Click Next or Create ad account. Meta then asks whether the account will be used for your own business or for another business.

4. Assign People and Permissions

Meta asks who should have access to the ad account.

Give each person only the access they need. Available permissions may include:

  • Managing campaigns
  • Viewing performance reports
  • Managing billing
  • Managing account settings

An employee or contractor should receive the minimum access required for the role. Agencies and freelancers should normally receive access to the relevant ad account, not ownership of the business portfolio.

Meta separates business assets and permissions. Access to a Facebook Page does not automatically provide every permission for an ad account.

5. Add a Payment Method

After creating the ad account, open its Billing or Payment settings area and add an available payment method.

The payment method is attached to the ad account and pays for Facebook and Instagram advertising. Check that:

  • The billing name matches your business information where possible.
  • The card or payment account allows online advertising charges.
  • The billing address is accurate.
  • The payment method will not expire during an active campaign.

You normally need a valid payment method before publishing paid campaigns. Available payment options depend on your country, currency and account eligibility.

6. Connect Your Facebook Page and Instagram Account

Add the business assets your ads will use:

  • Facebook Page
  • Instagram professional account
  • Website or landing page
  • Meta Pixel or Conversions API, if you plan to measure website activity

The Facebook Page or Instagram account provides the public identity shown in many Meta ad placements. The ad account handles campaign creation, billing, audiences and reporting.

Meta Business Suite keeps assets such as Pages, Instagram accounts, WhatsApp Business accounts and ad accounts together in one business portfolio.

7. Open Ads Manager and Create Your First Campaign

When the ad account, payment method and business assets are ready:

  1. Open Ads Manager.
  2. Click Create.
  3. Select a campaign objective.
  4. Define the audience, placements and budget.
  5. Create the ad.
  6. Review the campaign.
  7. Click Publish.

Ads Manager is where you create, publish and monitor campaigns. Meta Business Suite is the wider business management environment that contains the ad account and other business assets.

Do I Need a Meta Business Suite Account or an Ads Manager Account?

Meta Business Suite manages business assets and access, while Ads Manager operates advertising campaigns.

ToolMain purpose
Meta Business SuiteManage business assets, users, Pages, Instagram accounts and settings
Meta Business PortfolioOrganize and control ownership of business assets
Meta Ads ManagerCreate, publish, optimize and report on advertising campaigns
Meta ad accountStore campaign data, billing settings, payment methods and advertising history

The ad account pays for and records advertising activity. Ads Manager is the interface used to operate that account.

If Meta Will Not Let You Create an Ad Account

Common causes include:

  • You already created an ad account through another Meta product.
  • Your business portfolio has reached its current account creation limit.
  • Your Facebook profile or business portfolio needs more verification.
  • Meta has placed a restriction on the account.
  • The account is missing required business information.
  • You are trying to create an account when you should request access to an existing client account.

Check Business Settings -> Business info and Accounts -> Ad accounts to review existing accounts and any creation limit shown by Meta. Account limits help prevent abuse, and the limit can vary by business.

Do not create multiple business portfolios or duplicate ad accounts to bypass a restriction. Confirm ownership, complete the requested verification and use the review or support options shown by Meta.
