Meta Ads Manager is where you manage Meta ad accounts, campaigns and advertising permissions. As of, Meta uses two broad business access levels: Partial access and Full control.
Use Meta Business Suite when the ad account belongs to a Business Portfolio. Add the person, assign the correct ad account, and give them only the permissions required for their work.
Use Meta Business Suite to add a person when the ad account is connected to a Business Portfolio.
Open Meta Business Suite and select the correct Business Portfolio, formerly called Business Manager.
Go to:
Settings → People → Invite people
You need full control of the Business Portfolio to invite users and assign business assets.
Enter the email address connected to the person's Meta or Facebook account, then select Next.
Do not share your Facebook password. Meta gives each person access through their own account.
Meta generally offers two access levels:

Choose Partial access unless the person needs to administer the whole Business Portfolio. Full control may allow them to manage other users, business settings and connected assets.
On the asset selection screen:
For campaign work, give the person permission to create, edit or manage ads. For reporting, give them view or analyst access where available.
Adding someone to the Business Portfolio does not necessarily give them access to Ads Manager. You must also assign the specific ad account as a business asset.
The person must accept the invitation from the email address or Meta notification connected to their account. After they accept it, they can open Ads Manager and access the assigned ad account.

Some older or standalone ad accounts can be managed directly in Ads Manager.
The available roles may include:
If you see Open Business Settings instead of Add people, the ad account is managed through a Business Portfolio. Use the Business Suite method instead.
Match access to the person's role:
If the person also needs to publish ads from a Facebook Page, assign Page access or task access as well. Meta says that people with task access can manage advertising and ad insights through tools such as Ads Manager and Meta Business Suite.
Add an external agency's Business Portfolio as a partner:
This keeps ownership of the ad account with your business while giving the agency access to the selected assets.
The usual causes are:
Open Business Settings → People, select the person and check that the correct ad account and permissions are assigned.
For most employees, freelancers and contractors, Partial access to the specific ad account is the appropriate choice. Use Full control only when someone must manage users, payment settings or other business assets.
